Hadiza Bala Usman, Special Adviser to President Bola Ahmed Tinubu on Policy Coordination, has provided further details of the Federal Government’s planned reform of the National Youth Service Corps (NYSC), unveiling a new three-phase orientation programme designed to equip corps members with practical skills, leadership capacity, and career readiness.
Speaking on the reform initiative, Hadiza Bala Usman said the new orientation model is intended to transform the NYSC from a traditional induction programme into a structured platform for youth development, employability, entrepreneurship, and national service. The reforms form part of the broader NYSC overhaul recently approved by the Federal Executive Council (FEC)
According to Hadiza Bala Usman, the six-week orientation programme will now be divided into three distinct phases. The first two weeks will focus on civic responsibility, national values, patriotism, discipline, and leadership development to strengthen participants’ commitment to national unity and public service.
The second phase will concentrate on career mapping, financial literacy, business planning, entrepreneurship, and access to finance, enabling corps members to better prepare for life after national service and encouraging self-reliance through enterprise development.
During the final two weeks, corps members will receive specialised training aligned with their selected career pathways, providing practical knowledge and industry-specific competencies that can improve their employability and professional growth.
Hadiza Bala Usman Unveils Three-Phase NYSC Orientation Reform
A major feature of the reform, Hadiza Bala Usman explained, is the introduction of 11 specialised NYSC streams, from which every corps member will choose during registration. These include Agric Corps, Medical Corps, Education Corps, Tech and Digital Corps, Legal Corps, Public Service Corps, Infrastructure Corps, Green Corps, Enterprise Corps, Creative Economy Corps, and Paramilitary and Security Corps.
She said the specialised streams are designed to match graduates’ academic qualifications, career aspirations, and Nigeria’s evolving workforce requirements. The initiative aims to ensure that corps members receive practical training relevant to their professions while contributing more effectively to national development.
The Special Adviser also disclosed that the reforms include a review of deployment procedures, with corps member postings taking greater account of prevailing security conditions across the country. The objective, she noted, is to improve safety while ensuring that national service remains meaningful and productive.

Policy experts say the reforms represent one of the most significant changes to the NYSC since its establishment in 1973, shifting the focus from traditional orientation activities towards structured skills acquisition, workforce preparation, and national capacity building. If successfully implemented, the initiative could strengthen graduate employability while better aligning the scheme with Nigeria’s long-term economic and development priorities.
