Lagos State Signs MOU with Chinese Firm on Green Line Rail

The Lagos State Government has taken a major step forward in its transport infrastructure expansion with the signing of a Memorandum of Understanding (MOU) with the China Harbour Engineering Company (CHEC) and the Ministry of Finance Incorporated. This agreement aims to actualize the much-anticipated Green Line Rail mass transit project, which is part of the state’s ambitious Strategic Transport Masterplan. Governor Babajide Sanwo-Olu announced this development in a statement, expressing optimism about the positive impact the new rail line will have on Lagos residents.

Governor Sanwo-Olu, in his statement, said, “The Green Line Metro is here. We have signed a historic agreement to bring this ambitious project to life.” He added that this move complements other ongoing projects such as the Blue Line and Red Line, designed to create a more efficient and connected Lagos. The Green Line will be a game-changer in terms of public transportation, improving mobility and reducing congestion in key areas of the state.

Key Features of the Green Line Rail Project

The Green Line Rail is set to cover a distance of 68 kilometers, running from the Lekki Free Zone to Marina, with critical stops in strategic business and residential districts, including Victoria Island, Lekki, and Ajah. This route will serve as a vital connection for daily commuters and business operators within Lagos’ bustling commercial centers. The project is designed to integrate seamlessly with the existing Blue Line rail at Marina, further enhancing its efficiency as part of a wider transportation network.

With an expected daily capacity of over 500,000 passengers at launch, the Green Line Rail is anticipated to become one of the most heavily utilized transport systems in the state. Over time, this figure is projected to rise to over one million passengers as demand increases. The Lagos Metropolitan Area Transport Authority (LAMATA) also indicated that the Green Line is part of a six-line transport system under the state’s transport master plan, each differentiated by color to ensure easy identification for commuters.

Sanwo-Olu’s Vision for a Connected and Efficient Lagos

Governor Babajide Sanwo-Olu has consistently emphasized the importance of developing world-class infrastructure that can support Lagos’ growing population. The Green Line Rail forms part of his broader vision to make Lagos a modern megacity with efficient transport systems. According to the governor, the new rail line will help reduce traffic congestion on key routes, thereby improving the quality of life for Lagosians.

The Strategic Transport Masterplan of Lagos State includes six rail systems, color-coded as Green, Purple, Yellow, Orange, Blue, and Red lines. The Green Line complements the partially operational Red Line and the Blue Line, which is nearing completion. Together, these rail systems will serve as the backbone of public transport, enabling faster and more convenient movement across the state. Sanwo-Olu highlighted that the ultimate goal is to create a sustainable and interconnected transport network that can handle Lagos’ dynamic urban demands.

Collaboration with China Harbour Engineering Company

The collaboration with China Harbour Engineering Company (CHEC) is a significant development in the project. CHEC will lead the design, financing, and operation of the Green Line, bringing its global expertise to Lagos’ rail development. This partnership also signals increased confidence from foreign investors in Lagos State’ infrastructure projects. According to Gbenga Omotoso, Lagos State’s Commissioner for Information and Strategy, the state had been actively seeking investors to ensure that the Green Line Rail project meets international standards.

CHEC’s involvement also underscores the Lagos State Government’s commitment to fast-tracking its transportation initiatives. The Green Line will provide an eco-friendly alternative to traditional road transportation, significantly reducing Lagos State’ carbon footprint. With more efficient rail options, the state aims to encourage residents to shift from road to rail transport, thereby alleviating traffic congestion and reducing pollution. The MOU with CHEC represents a bold step in Lagos State’ quest to achieve a smart, green, and connected city.
