Dahomey Basin: In a significant move towards expanding Nigeria’s oil and gas sector, a high-profile delegation from the federal government visited Ogun State on Friday. The team, led by the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, included key figures such as Osagie Okubor, Managing Director of SHELL Petroleum Development Company Ltd, Engr. Gbenga Komolafe, Chief Executive of Nigeria Upstream Petroleum Regulatory Commission, and Mele Kyari, Group Chief Executive Officer of NNPC Ltd.
The delegation was warmly received by Governor Dapo Abiodun and his Deputy, Engr. Noimot Salako-Oyedele, at the governor’s office in Oke-Mosan, Abeokuta. This high-level visit underscores the federal government’s serious intent to commence oil and gas exploration in Ogun State, signaling a potential transformation of the state’s economic landscape.
Ogun State’s Promising Position in the Dahomey Basin
During the visit, Hon. Lokpobiri highlighted Ogun State’s strategic location within the Dahomey Basin, a region known for its significant hydrocarbon potential. He stated, “Ogun has always been part of the Dahomey Basin, and our presence underscores the seriousness the federal government attaches to the exploration activities we want to carry out in Ogun State.” This geological advantage puts Ogun State in a prime position to become Nigeria’s next oil-producing state.
The Dahomey Basin, which stretches across Delta, Edo, Ogun, and Ondo states, is recognized for its high prospects of substantial oil and gas deposits. Mr. Mele Kyari, the NNPCL Group Managing Director, affirmed this potential, stating that Ogun State is “blessed to be in the Dahomey Basin corridor with expected high deposit of oil.” He expressed optimism that oil would be found in commercial quantities, a development that could significantly boost the state’s and nation’s economy.
Federal Government’s Commitment to Oil Exploration
The visit to Ogun State is part of a broader national initiative to increase Nigeria’s oil and gas reserves. Hon. Lokpobiri emphasized that oil and gas remain the quickest route to Nigeria’s economic prosperity. He stated, “We decided that we are going to resume exploration in the different Basins. Today, we are here to tell the people of the federal government’s commitment to ensuring that we continue our campaign and exploration activities across the country.”
This commitment is not limited to Ogun State alone. The team’s itinerary includes visits to other potential oil-rich regions, such as Sokoto State, showcasing the government’s comprehensive approach to enhancing the nation’s oil and gas sector. By diversifying exploration sites, Nigeria aims to shore up its revenue and strengthen its position in the global oil market.
Leveraging the Petroleum Industry Act for Growth
A key factor facilitating this exploration drive is the Petroleum Industry Act (PIA), which provides a robust framework for the development of Nigeria’s oil and gas sector. Mr. Gbenga Komolafe, Executive Director of the Nigeria Upstream Petroleum Regulatory Commission, highlighted the PIA’s role in this initiative.
“The Petroleum Industry Act (PIA) makes provision for the funding of the development of the Frontier Basins,” Komolafe explained. “In line with the commitment and aspirations of the government, the Nigerian Petroleum Regulatory Commission is working in synergy with the NNPCL to leverage on the PIA to aggressively carry out oil exploration in the Dahomey Basin.” This strategic use of the PIA not only supports exploration efforts but also ensures a more structured and efficient approach to resource development.
Economic Opportunities for Ogun State
The commencement of oil and gas exploration presents a myriad of opportunities for Ogun State. Governor Dapo Abiodun affirmed the state’s readiness, noting that Ogun State is part of the OPLs 302, 303, 306, and 307. These acreages, he stated, “present unique opportunities for the qualification as a Frontier Exploration State as defined in the PIA.”
Mr. Komolafe echoed this sentiment, stating, “This is a good opportunity for the people of Ogun State and it would be complementary to the reforms and transformation initiatives of the governor.” The potential discovery of oil and gas resources could lead to substantial economic benefits, including increased revenue, job creation, infrastructure development, and overall economic growth. It also aligns with Governor Abiodun’s ongoing efforts to diversify and strengthen the state’s economy.
Looking Ahead: The Path to Oil Production in Dahomey Basin
As NNPCL prepares to commence exploration activities in Ogun State, there is a palpable sense of anticipation. Mr. Kyari assured that the corporation is “coming back in earnest to commence exploration activities,” signaling a determined and focused approach. While the process from exploration to production can be lengthy and complex, involving seismic surveys, drilling, and environmental assessments, the potential rewards are substantial.
If commercial quantities of oil are discovered, Ogun State would join the ranks of Nigeria’s oil-producing states, a status that brings both opportunities and responsibilities. It would mean increased federal allocations, the establishment of local oil industries, and potential foreign investments. However, it also calls for careful planning to ensure sustainable development, environmental protection, and equitable distribution of benefits.
